Date: June 7, 2004 <br /> To: St. Anthony Planning Commission <br /> From: Perry Thorvig, City Planning Consultant on Silver Lake Village <br /> Subject: The Dominium Group's Request for Approval of their Final Development Plan <br /> at Silver Lake Village <br /> Requested Action: The Planning Commission needs to make a recommendation to the <br /> City Council regarding Dominium's Final Development Plan at Silver Lake Village. <br /> Dominium needs to have City Council approval by the end of June to meet a closing <br /> deadline with Pratt Ordway Properties, the master developer. <br /> Background <br /> The Dominium project has been part of the overall Apache Plaza redevelopment plan <br /> since last summer when the concept for the Silver Lake Village (then the Village at St. <br /> Anthony) planned unit development was submitted to the Planning Commission and City <br /> Council for approval. (Planned unit developments require a change to PUD zoning in a <br /> two step process —Preliminary Development Plan and Final Development Plan.) On <br /> September 23, 2003, the City Council approved the concept plan for the entire Silver <br /> Lake Village and rezoned it to PUD. They also approved the Final Plat for the <br /> Dominium property. Therefore, the only action that needs to be taken on the Dominium <br /> project is approval of the Final Development Plan. No public hearing is required. <br /> It is required that the Planning Commission review the final plans and make a <br /> recommendation to the City Council to approve, approve with suggested modifications, <br /> or reject the plans. <br /> The criterion that the Planning Commission should use to make the recommendation is <br /> the consistency of the final plans with the concept that was approved last September. <br /> The concept (Preliminary Development Plan) that was approved last year is reflected in <br /> the Design Framework Manual dated August 19, 2003 and the Preliminary Site Plan <br /> dated 8/8/03. It shows the serpentine Dominium building located on the southwest <br /> portion of the site. The diagram shows the building as "Market Rate Rental Units." <br /> There were 220 units that were proposed last summer. <br /> If approved, the developer expects to begin construction in the fall and be ready for first <br /> occupancy in the summer of 2005. <br /> Findings of Consistency of Current Proposal with Preliminary Development Plan <br /> Building Location and Lot Coverage—The building is an S-shaped building <br /> with and east-west orientation.
