Hall, Assistant City Manager)t - <br /> SUBJECT: Sunset Memorial Park, rezone and text amendment requests <br /> for new funeral home <br /> Requested Action: <br /> On September 21, representatives for Sunset Memorial Park will be in attendance at the <br /> Planning Commission meeting to present their concept plans for a new funeral home at <br /> their site at 2250 St. Anthony Boulevard. The purpose of the concept review is to have a <br /> review and comment period regarding the request with the applicant. The ultimate <br /> request to build the funeral home will involve.a series of steps and approvals by the City, <br /> which will require discussion. <br /> Background: <br /> The applicant, Alderwoods Group, is requesting a concept review of their interest in <br /> building a new funeral home on the Sunset Memorial Park site, located at 2250 St. <br /> Anthony Boulevard. The new funeral home is proposed to replace the existing cemetery <br /> office building at the main entrance to the cemetery on the east side of the property <br /> along St. Anthony Boulevard. <br /> City staff has been in contact with Mekus Studios, the architect, regarding this request. <br /> In order to build the funeral home, some steps would be necessary. The current zoning <br /> on the parcel is R-1; it is recommended the applicant rezone the parcel to Recreational <br /> Open Space (ROS), which is more appropriate and in line with the zoning code as it <br /> allows cemeteries as a permitted use as well as mausoleums and crypt structures as <br /> permitted accessory structures. Following this change in zoning classification, the <br /> applicant would like to request a text amendment to the ROS district to allow funeral <br /> homes as a permitted conditional use. The City Attorney felt this course of action would <br /> be appropriate if the City were amenable to it. <br /> The Alderwoods Group has submitted a rezone application to the City to. begin the <br /> aforementioned process. A public hearing on the rezone application is scheduled for the <br /> October 19 Planning Commission meeting. Subsequently, the applicant will request the <br /> text amendment to the ordinance. The Planning Commission will make a <br /> recommendation to the City Council concerning this. It is the City Council who will hold <br /> three readings on the text amendment. Following this, the applicant would need to apply <br /> for a conditional use permit and go through that process with the Planning Commission <br /> and City Council. <br /> The applicant has provided a proposed funeral home design (see attached) as well as <br /> photographs of the existing cemetery Administration building and of the main cemetery <br /> boulevard road where the funeral home parking is located. <br />
