ANTHONY <br /> COUNCIL WORK SESSION MINUTES <br /> April 5 , 1982 <br /> 7 : 30 P.M. <br /> The meeting was called to order by Mayor Sundland and the following <br /> were also present: Councilmen Enrooth , Letourneau, Marks and Ranallo ; <br /> David Childs , City Manager and Ray Nelson , Liquor Operations Manager . <br /> ( 1) Water rate increase . Discussions about the status of the water <br /> fund took place including the need to replace the roof on the <br /> 2 million gallon reservoir and to reline the inside of the water <br /> tower. Declining water usage is probably due to declining average <br /> family size in the City along with increasing median age . Com- <br /> parisons of rates in other communities were discussed and staff <br /> reported that they will recommend a 7fi per hundred cubic foot <br /> increase in rates at the April 13th City Council meeting . This <br /> increase would still place the City among the lowest rates in the <br /> North Suburban area. Staff will also recommend that the rate <br /> become effective on July 1 , 1982 . <br /> (2) Liquor operation. The City Council , City Manager and Liquor <br /> Manager reviewed the record of sales , expenses and profit for the <br /> municipal liquor operation from 1974 to the present. They also <br /> discussed possible locations for a new on and off sale operation <br /> which may be needed when the City ' s lease at Apache Plaza expires <br /> in a few years . They also discussed ways of enhancing the <br /> Present operation at Store l. The profit picture has continued <br /> to rise and the profits from the liquor operation account for <br /> 25% of the City ' s General Fund and without the income , t`ie City ' s <br /> share of the property mill rate would nearly double . <br /> ( 3) Those present also briefly discussed the proposed fence ordin- <br /> ance , the results of the interviews for consultants for employee <br /> performance/self-image enhancement as well as the effect of the <br /> latest round of budget cuts . <br /> The meeting adjourned at 9 : 15 P .M. <br /> Respectfully submitted , <br /> David M.
