MEMORANDUM <br /> DATE: April 5 , 1982 <br /> TO: Mayor and Councilmen <br /> Dave Childs , City Manager <br /> FROM: Carol Johnson, Finance Director <br /> SUBJECT: 1982 State Clerks Conference <br /> --------------------------------------------------------------------- <br /> The State City Clerks Conference was held in Moorhead, Minnesota this <br /> year. There were 197 clerks from all over the State in attendance. <br /> The conference consisted of sessions totalling 23-2 days . This year 's <br /> agenda included a half day session on Potential of Organization - <br /> Wide Records Management. I found this to be very interesting and <br /> concluded microfilming our records would certainly be beneficial <br /> due to our lack of storage space. <br /> The other half day session was on Motivatian of Self and Others . <br /> The speaker was a professor from the University of North Dakota <br /> and was a very dynamic person. <br /> The rest of the conference was divided into several mini-sessions <br /> of which the clerks could choose which ones would be most beneficial <br /> to their city' s needs . <br /> My first mini-session was on PERA. I was . very disappointed in it. <br /> It was not informational at all.. The second mini-session I attended <br /> was presented by the League of Minnesota Cities on their- Self-Insured <br /> insurance programs. . I do not- feel the hospitalization program would <br /> fit our needs .. The rates are much lower than. the Hennepin County <br /> program we now belong to, but-the benefits -under the League 's pro- <br /> gram are very poor. ' The- Leagues ' Workmen's Comp program is doing <br /> well and at the present they have 242 cities participating. The <br /> 1981 returned dividend has been averaging 250 of the cities ' premium. <br /> The third. mini-session dealt with city problems by population. This <br /> was very interesting. The bottom line seemed to indicate all cities <br /> have basically the same problems . <br /> There were people at the conference from the Secretary of State ' s office <br /> for a session on Elections and Election Law Changes. They had no <br /> information or maps at that time on the redistricting. <br /> The final session was an update on legislation affecting cities . <br /> Basically , the state cuts to the cities was reviewed. He informed <br /> • us that although the levy limit law will end after 1982 , a new- levy <br /> limit bill was passed that binds us for 1983 to the 1982 levy. <br /> This is the second year I have attended the State Clerks Conference. <br /> Along with the sessions being very informative, I feel the contact <br /> made among clerks representing the entire state is also an excellent <br /> learning process . <br />
