MEMORANDUM <br /> DATE: February 18 , 1982 <br /> TO: Dave Childs , City Manager <br /> FROM: Carol Johnson, Finance Director <br /> SUBJECT: Water Rate Increase <br /> --------------------------------------------------------------------- <br /> Background <br /> The City is presently billing approximately 1,919 resident accounts , <br /> 37 apartments (697 units)_ , and 191 commercial and industrial accounts . <br /> Our present rate is 33� per 100 cubic feet (44� ,per 1 ,000 gallons <br /> for comparison) . Our minimum quarterly bill for water is $3 . 30 and <br /> the average residential water bill is $10 , 89 . The rate was last <br /> increased in 1979 . <br /> In the 1981 .budget., we estimated we would receive $155 ,000 for water <br /> sales for the year. At year-end, we actually billed and received <br /> $144, 750 , which is short of the estimate by $10 ,250 . The 1982 <br /> budget revenue estimate was again set at $155 ,000 . <br /> • It was previously recommended to raise the water rates on January 1 , <br /> 1981 when the new sewer rates went into effect. At that time the <br /> Council felt that an increase in water rates wasn' t needed as the Water <br /> Fund had a healty reserve. If we fall short of our estimated revenue .. <br /> for water sales again in .1982 , it would result in a deficit of <br /> $20 , 500 in the water sales receipts . <br /> I took a survey of water rates (residential accounts only) from <br /> seven area municipalities . Following are the results . <br /> City of Columbia Heights <br /> Minimum bill , 600 cu. ft. for $7 . 00 , 80� per 100 cu. ft. thereafter. <br /> City of Fridley <br /> First 10 ,000 gallons @ 65� per 1 ,000 gallons , next 20 ,000 gallons <br /> @ 50� per 1, 000 gallons , after 30 ,000 gallons - 44� per 1 ,000 gallons . <br /> City of Blaine <br /> Up to 50 ,OOO 'gallons - 32� per 1 ,000 gallons , 50 ,000 to 250 ,000 <br /> gallons - 36� per 1 ,000 gallons , over 250 ,000 gallons - 40� per <br /> 1,000 gallons . <br /> City of Spring Lake Park <br /> • New rates as of January 1 , 1982 - minimum bill - $11 . 70 per quarter <br /> up to 18 ,000 gallons , over 18 ,000 gallons - 50� per 1 ,000 gallons . <br />
