Section 430:00 <br /> Page 4 <br /> Section 430:25. General Requirements. <br /> Subd. 1 . The following shall not require a sign permit , but shall other- • <br /> wise be done in compliance with this ordinance and any other <br /> applicable law or ordinance. <br /> a. Changing of the advertising message of a painted or printed <br /> sign, theater marquee- or changeable copy sign. <br /> b. Painting , repainting or cleaning of a sign. <br /> Subd. 2. No sign shall by reason of its location, color, or intensity, <br /> create a hazard to the safe and efficient movement of vehicles <br /> or pedestrian traffic. No private sign shall contain words <br /> which might be construed as traffic controls , such as "Stop", <br /> "Caution", "Warning", or otherwise resemble any official marker <br /> erected by a governmental body or agency , unless such sign is a <br /> directional sign. <br /> Subd. 3. When possible, the framework for the lateral support of a sign <br /> shall be contained within the sign's body or within the structure <br /> of the building to which it is attached so as not to be visible. <br /> Subd. 4. No sign , or attachment thereto, shall be erected , placed or <br /> maintained by any person on rocks , fences , or trees , nor in such <br /> a manner as to interfere with any electric lights , power , tele- <br /> phone, or telegraph wires , or the supports thereof. • <br /> Subd. 5. MAINTENANCE : all signs , together with all of their supports , <br /> braces , guys and anchors , shall be kept neatly painted and posted . <br /> Every sign shall be maintained by the owner or person in charge <br /> thereof in a clean , sanitary , and inoffensive condition and <br /> free of litter, rubbish and weeds. <br /> Subd. 6. INSPECTIONS : all signs for which a permit is required may be <br /> inspected by the City Manager, and a permanent record , including <br /> photographs , may be maintained. The City Manager or the City <br /> Manager' s designated representative may , after notice to the <br /> owner, enter upon any property to ascertain whether the provisions <br /> of this ordinance are being complied with. The City Manager may <br /> order the removal of any sign that is not maintained in accordance <br /> with this ordinance. In addition , the following inspections <br /> shall be made: <br /> a. All signs requiring footings shall be inspected to insure. <br /> that suitable footings, as determined by the City Building <br /> Inspector in accordance with appropriate building codes, have <br /> been used. Footing inspections shall be required for all <br /> ground signs and pylon signs before the sign is installed. <br /> b. Electrical, inspections shall be required for any electric <br /> sign. <br /> • <br />
