-5- <br /> In her May 20th memorandum, Carol Johnson had suggested the City <br /> • could save money by having -only one polling place for the upcoming <br /> City elections in November. Councilman Ranallo said he would always <br /> be in favor of any action which cut costs and appreciated the Finance <br /> Director' s constant efforts in this direction, but was concerned <br /> that, since all four polls are required to be used for the 1984 <br /> Primary and General Elections , it would be almost impossible to <br /> educate the .citizenry about where they are to vote each time. The <br /> Mayor indicated he agreed with this conclusion, having observed his <br /> neighbors ' confusion about the recent school elections. The general <br /> consensus of the Council was not to change the polling practices for <br /> the City since to -do so might cause great confusion for the residents , <br /> some of whom might not vote at all, just because they weren't sure: <br /> where their polling place was. <br /> As he had reported in his May 20th memorandum, Mr. Childs -said he <br /> had taken the bids for the issuance of the Certificates of Indebted- <br /> ness necessary to keep the City ' s capital equipment up to date from <br /> two banks , First Security of St. Paul and the St. Anthony National <br /> Bank, and had selected the latter because they had offered the lowest <br /> interest rate, 6�% (or $730) as compared to the 8% , (or $900) from <br /> First Security. <br /> Motion by Councilman Ranallo and seconded by Councilman Enrooth to <br /> adopt the resolution which authorizes Certificates of Indebtedness <br /> be issued to the St. Anthony.
