P... -4- Granting these variances is contingent upon the site plans (.Exhibit S-1) provided by the proponents which showed landscaping and- parking • layouts for existing and proposed parking as well as alternate park- ing, should parking become a problem in the neighborhood, and those proponents have agreed to provide the required additional parking whenever the City sees a need for it. Motion carried unanimously. : Referring to the discussion in the minutes of parking proposed to be provided for the Kenzington condominiums, Commissioner Jones reiterated that he believed there should be two floors of heated parking provided since every one he talked to had indicated that would be essential. Mr. Childs told him none of the five purchasers of units in that development had chosen to pay the extra costs for enclosed parking, opting for the second level of parking instead. Councilman Marks indicated his conversations with residents while campaigning have indicated they have a very positive attitude related to City employees and appreciation for the economies the City has followed to keep their taxes down. He said the only negative feedback he had received had to do. with the reconstruction of 37th Avenue N.E. where the County ' s failure to communicate with the residents along 37th Avenue had raised unnecessary concerns about the project. As an example, he noted that when the surveyors had placed the grade sticks up on lawns , and even between the houses, without explaining their purpose, many homeowners had misconstrued this to mean the road was going to be constructed up that far. The Mayor, recalled a similar incident on Highway 88 when an elderly resident had become alarmed that her home was going to be taken for the new roadway. It was agreed that the Public Works Director should continue to pressure the county to improve their communication with those residents whose homes would be the most affected by the rebuilding of 37th Avenue . Councilman Marks reported another case of erroneous perception where residents had complained to him about the City selling the liquor operation which had offset their taxes when they had mistakenly assumed someone else was opening the new liquor facility in the St. Anthony Village Shopping Center. The question was raised whether the new SAV logo for that warehouse operation might add to the con- fusion. As a related item, the Manager drew the Council 's attention to the September liquor operation summary which he perceives supports his contention that there had been an erosion of Stonehouse revenues with the opening of a new liquor store on Central Avenue. . fir.
