The hearing will be held in the <br /> Metropolitan. Council Chambers on the 3rd floor of the Metro Square Building in <br /> St. Paul . A copy of the proposed plan is enclosed. <br /> The Plan_ is required by the state Waste Management Act and culminates four <br /> years of landfill siting and abatement planning that generated extensive public <br /> testimony and debate about managing the region's solid waste. The document is <br /> a plan for managing solid waste well past the year 2000. It is a significant <br />! policy document and will be used to guide regional solid waste decisions. The <br /> plan assigns major responsibilities to counties, cities and townships. <br /> The policy plan calls fora dramatic reduction in the use of landfills and the <br /> development of alternative techniques including recycling, composting and <br /> I waste combustion. Important new policies would: <br /> • o Ban the landfilling of compostable yard waste (leaves and grass clippings) , <br /> rec clables (such y ( c as newspapers, cans and glass) and combustible solid <br />'I waste after 1990; <br /> o Require Metropolitan Area generators of solid waste to separate identified <br /> recyclab.les and compostable yard-waste materials after 1987; <br /> o Require the public sector to develop a regional system of .waste processing <br /> and recycling services; <br /> o Establish region-wide programs for public education and participation and <br /> j for developing markets for recovered materials and energy; and <br /> o Require the opening of up to three new landfills that would accept only <br /> processed residuals. <br /> We encourage you to review the document and to attend the hearing to offer your <br /> comments and reactions. The Metro Square Building is located at 7th and Robert <br /> Streets in St. Paul . Parking is adjacent to the building.
