The purpose of said hearing is to consider the above housing or redevelopment project and tax increment financing plans above referred to, the said undertaking to be carried out by the Housing and Redevelopment Authority under the Minnesota Municipal Housing and Redevelopment Act (Laws 1974, Chap. 462) of Minnesota as amended in the Tax Increment Financing Act (Laws 1978, Chap 273 as amended) under local law,. to acquire for rehabilitation economically or functional obsolescence, or underutilized buidlings and land; to provide a redevelopment site of a character that will encourage future development of the area and revenue to eliminate blighting influences which impede potential development within the aforementioned development area; to provide maximum opportunity for the needs of the City of St. Anthony as a whole , and to encourage private rehabilitation of structures within the redevelopment district.
