Rm.202 hipls.Mn. 55418 Ph.34&4821 <br /> INTRODUCTION <br /> This year, the Eastside Hennepin County Human Services Council did <br /> a priority ranking following a public meeting fn May which was well attended <br /> by providers and interested citizens from the community bringing numerous <br /> concerns to our attention. We also did a community survey of pastors, <br /> providers, schools, etc. , in an effort to better understand community <br /> response to county services already provided. Results of the community <br /> survey were tabulated after our priority ranking was done. <br /> It is interesting to note that our first three items of priority were <br /> also rated in the top three of the community survey. In addition, the <br /> community survey ranked high the need for youth diversion in the chemical <br /> dependency area and employment-training/counseling - both areas our Council <br /> will attempt to explore in the future. The Eastside Council will be using <br /> the community survey as an important guideline to our assessment of needs. <br /> We will use the priority ranking for our most important emphasis at • <br /> this time. In the priority ranking, you will notice that we specified needs <br /> this year rather than group them into needs of the elderly, mental health, <br /> etc. However, at least 4 needs of the elderly are in the top 10 and 6 in <br /> the top 15. Mental health counseling facilities rated Number 7. Need for <br /> a detox center was not discussed in depth and was .ranked last. Explanations <br /> of both the priority ranking and community survey are included in this <br /> report. <br /> In addition, we would like to recommend the following: <br /> 1 . That the Hennepin County Commissioners be aware of the need <br /> for licensing and regulation of adult day care homes (to <br /> prevent abuse and neglect) . <br /> 2. That the Human Services Councils be once again funded for <br /> citizen participation activities.
