Anthony, MN 55418 <br /> Dear Mayor and Council : <br /> 1 <br /> As you are well aware, the Metropolitan Surface Water Management Act, commonly <br /> called Chapter 509, requires that a water management plan be prepared in all the <br /> counties of the Twin Cities Metropolitan Area. In our area, the Rice Creek <br /> Watershed District is the responsible agency for preparing the management plan. <br /> • The law requires the •development of a surface water management plan to achieve <br /> the following objectives . <br /> - To reduce, to the greatest possible extent, public capital expenditures <br /> necessary to control excessive volumes and rates of run-off; <br /> - To improve water quality; <br /> - To prevent flooding and erosion from surface flows; <br /> - To promote groundwater recharge; and <br /> - To protect and enhance fish and wildlife habitat and water recreation <br /> facilities . <br /> We can all agree that these are laudable goals. If these goals are to be <br /> implemented, we must all work together as closely as possible to insure that our <br /> plan does not just "sit on the shelf" but becomes truly a functional part of <br /> water resources management within the Rice Creek Watershed District. To make <br /> sure the plan is technically sound and meets local policy objectives we have <br /> decided to set up two advisory committees : <br /> 1) The Technical Advisory Committee, and <br /> 2) The Citizen's 509 Task Force. <br /> BOARD OF MANAGERS <br /> A.J.CARDINAL,SR.
