As a point of information, this may in- <br /> clude an easement of up to thirty feet on the St. <br /> Anthony boundary, all of which would be located with- <br /> in the Salvation Army Camp. <br /> d) Assuming that our attempts prove fruitless, the City <br /> of Columbia Heights would then be requesting the City <br /> of St. Anthony to condemn property owned by the Salvation <br /> Army Camp in order to acquire the necessary roadway ease- <br /> ment. <br /> e) If the above needs to be exercised, then obviously the <br /> cities may be required to enter a joint powers agreement <br /> in order to accomplish the desired end result , including <br /> assessment of construction costs. <br /> In my estimation, the above fairly represents our committments with regard <br /> to studying the storm drainage problems affecting the Salvation Army property <br /> and the improvements which we indicated are being considered by the City of <br /> Columbia Heights. If you feel that any of the above is not correct or does <br /> not coincide with your understanding, please be sure to contact me. <br /> As a point of information, our time frames are such that staff would be <br /> undertaking the storm drainage study as soon as possible and would begin <br /> design of the above improvements during the summer months . The scheduling <br /> for this project in our capital improvement program is such that 1981 would <br /> involve design and a public hearing with construction to be undertaken in <br /> 1982- i f approved by the--City Counc i'l . Needless Ito s'ay that prior to a <br /> public hearing, a joint powers agreement between the City of Columbia Heights <br /> and the City of St. Anthony may be required if benefitting properties in <br /> St..
