-3- <br /> (4) Operate the program on a fee basis, which is below break-even, thus subsidizing <br /> the program somewhat. <br /> Advantages and disadvantages represent a mix of the above programs and are <br /> generally evident. The decision is one of whether a subsidy is needed or <br /> desired by the Council . <br /> STAFF RECOMMENDATION <br /> We recommend a cost recovery chipping program as specified in (3)A above, based on <br /> the following conclusions and criteri.a: <br /> (l) Support exists on the Council for reinstatement of the program. <br /> (2) When possible, City services should be on a fee basis and at a minimum on a <br /> break-even basis. <br /> (3) Those who do not use this type of program may have a valid objection to sub- <br /> sidizing those who do, and this alternative would alleviate that concern. <br /> (4) Private enterprise can complain about unfair competition when we offer a service <br /> at no charge, when they must charge for their own services, and this proposal <br /> would soften that argument. <br /> (5) Fees should have a reasonable relationship to the amount of branches chipped. <br /> -(6) A tough stance should be maintained on refusal to handle evergreens and stumps. <br /> (7) Although it may be difficult and time consuming to administer, it is staff's <br /> responsibility as public servants to provide high quality service at the lowest <br /> possible cost. In addition, the service being provided should reflect what <br /> the public desires rather than .what, the staff might prefer. <br /> cjk <br />
