Background . Based on membership action at the November 6 , 1986 <br /> meeting- to refer Fiscal Disparity (F.D. ) Policy back to the Revenue <br /> Committee , a small technical committee was formed by President <br /> `Thistle and Chairman Fehst to form a recommendation for Revenue <br /> • Committee action. <br /> 2. Committee. The committee, chaired by Neil Peterson, Bloomington, <br /> included Bob Bocwinski , Columbia Heights; Charles Darth, . Brooklyn <br /> Park ; Barry Johnson, Minnetonka; Gene Van Overbeke, Eagan; and Dick <br /> Asleson, Apple. Valley. The committee met three times and was <br /> monitored by John Anderson, Shakopee; Diane Lynch, St . Paul; Larry <br /> Lee , Bloomington; Bill Barnhart Minneapolis, and Jeff Van Wychen, <br /> Minneapolis who also provided computer runs. <br /> 3. Recommendation. The sub committee made recommendations to the <br /> Revenue Committee which met and after some modification has <br /> recommended the attached policy that has been changed as follows: <br /> a. The Committee reached an implied agreement that the program- wa's <br /> intended to narrow the disparity in taxable base rather than rates <br /> which imply mill rate which has variable meanings based on location <br /> and/or local options. Therefore the word BASE replaces RATE in <br /> the bold type policy . <br /> b. The Committee unanimously agreed to eliminate G-5 central <br /> administration based on the fact that Anoka County indicated a desire <br /> to continue administration and there is not evidence that a change is <br /> needed. <br /> • c . Specific recommendation for F.D. factors were to modify the <br /> policy on TIF contribution and contribution rate. The contribution <br /> rate to be reduced by -2% per year for 5 years to 30%. Existing pre <br /> 1979 TIF value to be held harmless until the existing bonds are paid <br /> with only new value created through issuance of new debt to be <br /> subject to the F.D. contribution. <br /> 183 university avenue 015t, :t.
