E. <br /> 39 <br /> 40 The hearing was opened at 7 : 42 P.M. by Chair Franzese. She read the <br /> 41 notice of the hearing which had. been published in the March. 4 , 1987 <br /> 42 Bulletin and mailed to all property owners of record within 200 feet <br /> 43 of the subject - property.
