• THE CHEMICAL HEALTH ENVIRONMENTAL MANAGEMENT COUNCIL OF <br /> SAINT ANTHONY AND NEW BRIGHTON <br /> By-Laws <br /> 1.0 MISSION <br /> iA The mission of the Chemical Health Environmental Management Council is <br /> to promote chemical wellness and to alleviate problems caused by chemical <br /> dependency and abuse in the communities of Saint Anthony and New Brighton. <br /> CHEM does not operate programs, but works with individuals and groups to explore <br /> and examine the chemical health system, suggesting changes in policies and <br /> procedures, and proposing new programs where needed. <br /> 2.0 MEMBERSHIP <br /> 2.1 The Council's membership shall consist of people who live or work in the <br /> communities of Saint Anthony and New Brighton, and are concerned about chemical <br /> health issues. Local governments and school boards in this area are encouraged to <br /> appoint members to represent them on the Council. Membership shall consist of <br /> not less than five, and no more than fifteen members. <br /> 3.0 OFFICERS <br /> 3.1 The Council shall elect from its body, a President, Vice President, <br /> Secretary, and Treasurer. Officers shall be elected at the first meeting of each <br /> calendar year and shall serve until the first meeting of the next calendar year. No <br /> officer shall serve more than two terms in the same office in succession. <br /> 3.2 The President shall preside at all meetings of the council, and will be its <br /> principal representative. The President may prepare agendas for meetings, call <br /> special meetings, and appoint any committees that are necessary to manage the <br /> Council or to fulfill its mission. <br /> 3.3 The Vice President shall assist the President, and will fulfill the duties of <br /> the President in his absence. If the Presidency if vacated for any reason, the Vice <br /> President shall become President for the remainder of the term. <br /> 3.4 The Secretary shall Keep the minutes fo all official Council meetings, <br /> maintain its outside correspondence, and notify members regarding the time, date <br /> and location of future meetings. <br /> 3.5 The Treasurer shall maintain records of all financial transactions, keep the <br /> checkbook to date, and on report the financial status of the Council at each <br /> meeting. <br /> 3.6 Vacancies of posts other than the Presidency shall be filled for the <br /> remainder of the term by election at the next regular meeting. The President will <br /> be succeeded by the Vice President for the remainder of the term. <br />
