NXKO <br /> TO: MAYOR AND CITY COUNCIL <br /> FROM: SUE VANDERHEYDEN, ACTING CITY MANAGER <br /> DATE: JULY 18 , 1989 <br /> SUBJECT: ADDITIONAL INFORMATION CONCERNING VARIANCE REQUEST <br /> When the final plans for Kenzington were made and approved, Meta <br /> Operating Limited Partnership, had promised to provide overflow <br /> parking in the parking lot of the proposed medical building to be <br /> constructed on the adjacent property. However, the medical <br /> building has only made it to the concept stage and has not become <br /> a reality. This is in part due to the soil contamination that <br /> has been found on the property and the requirements of the MPCA <br /> and EPA to study and correct these problems before any permanent <br /> construction may take place. <br /> After substantial research into past minutes, it is apparent that <br /> the overflow parking issue was between Meta and the Kenzington <br /> • residents and that it was not included in the development <br /> agreement with the City. At the time the agreement was made, it <br /> was thought that overflow parking would be for visitors and <br /> Kenzington employees and that there was an abundance of parking <br /> for those living in the condominium complex. However, if you <br /> read the City Council minutes that are enclosed you will <br /> understand some of the reasons why there is not. <br /> Also enclosed for your information is the overflow parking <br /> agreement made between Meta and the residents of the Kenzington <br /> and letters exchanged by Public Works Director Hamer and Meta <br /> attorney Dan Tyson. This information should be of some <br /> assistance to you in formulating 'was has happened up and to this <br /> time. <br /> • <br />
