2 <br /> The purchase of new equipment and improvements to the Council • <br /> Chambers would cost about $5, 500. The money to pay for the <br /> improvements could come from the franchise money received by the <br /> City. <br /> To operate the cameras at the Council meetings, I would recommend <br /> that we advertise on Channel 16 for someone interested in <br /> coordinating our cable station on a part time basis and pay them <br /> from the cable franchise money. It would be this person's <br /> responsibility to recruit volunteers to video tape events and to <br /> establish a budget from the franchise money. A proposed budget is <br /> attached for 1990. The budget would consist of capital purchases, <br /> supplies, and part time wages. <br /> The cable television company is actively trying to eliminate having <br /> to give cities money for local access. Their primary argument is <br /> that cities are not using the money for what it was intended. <br /> Their arguments are being heard and as a result many cities have <br /> begun to use this money on cable television. <br /> I would like to use cable television to keep residents informed on <br /> what activities are taking place in the City. Broadcasting Council <br /> meetings is only a small part of keeping the residents informed. <br /> Information on recycling, street improvements, neighborhood crime <br /> watch, and fire prevention are just some of the informational items <br /> we could put on cable. The use of this station will grow with <br /> time. The first step in the process is to recruit someone to <br /> coordinate and research what equipment is needed. After equipment <br /> is purchased, we will have the ability to begin broadcasting <br /> Council meetings. <br /> It is my hope that we can provide more information to the residents <br /> to promote everyone's civic pride.
