Burt, City Manager <br /> FROM: Sue VanderHeyden, Assistant to the City Manager <br /> Judy Monson, Licensing Clerk <br /> ITEM: DOG LICENSING <br /> March 15th marks the beginning of our licensing year. A part of <br /> this is the licensure of dogs in the City of St. Anthony. <br /> Some shortfalls in our dog licensing system were brought to our <br /> attention by a few concerned citizens. We reviewed those concerns <br /> and have implemented some changes to increase compliance with the <br /> dog licensure ordinance. <br /> First of all, only the owners are allowed to license their dog <br /> (previously this could be done by family members/friends, etc. ) . <br /> • Licenses are filed separately by dog license number and the owners <br /> name so that they can be cross-referenced. License applications <br /> contain the following information: name of owner, address, rabies <br /> tag number, name of dog, breed, sex, and color. <br /> Staff believes that the best way to motivate dog owners to license <br /> their pets would be to implement a fine for non-licensure. <br /> We recommend that the fine take effect after May 15th. This would <br /> allow owners two months to license their dog. <br /> In addition, we recommend the fine be $25.00 so that the cost of <br /> the actual license ($5. 00) is minimal in comparison. <br /> Staff would like direction at this time from Council as to whether <br /> or not an - amendment to the dog licensing ordinance should be <br /> prepared. <br /> *A dog license reminder article was in the last Newsletter and will <br /> be in the April edition.
