That proposal has been <br /> forwarded to you and is currently under consideration by the <br /> Roseville City Council. The Commission has requested that I <br /> respond to your inquiry. Please find below a summary explanation <br /> of the process undertaken by the Commission and -the issues <br /> identified and dealt with by the Commission in that process. <br /> BACKGROUND <br /> For the entire eight year history of the Franchise Ordinance, <br /> the Commission has been approached numerous times by the cable <br /> company requesting a downgrading of the community programming <br /> offering. Throughout that period the Commission has been the <br /> only major metropolitan cable commission to refuse to allow any <br /> such downgrade, deciding instead to aggressively regulate the <br /> existing Franchise requirements. <br /> • <br />
