ROLL CALL <br /> 7 <br /> 8 Present : Commissioners Marks, Ranallo, Makowske, Enrooth <br /> 9 Absent ; Mayor Sundland <br /> 10 Staff Present : City Manager Burt , Assistant to- the City Manager VanderHeyden <br /> ll City Attorney Soth <br /> 12 <br /> 13 3. APPROVAL OF APRIL 10, 1990 H.R.A. MINUTES <br /> 14 <br /> 15 Motion by Ranallo, second by Marks to approve the minutes of the April 10, <br /> 16 1990 H.R.A. Meeting with the following additions: <br /> 17 <br /> 18 page 2, line 27: Commissioner Makowske abstained because she conducts <br /> 19 business with LaNel . <br /> 20 page 3, line 37: Commissioner Makowske abstained because she conducts <br /> 21 business with LaNel . <br /> 22 <br /> �3 Motion carried unanimously <br /> • 24 <br /> 25 4. .CLAIMS <br /> 26 <br /> �7 A. First Trust - $79,694.54 <br /> 28 <br /> 29 Commissioner Ranallo inquired what the funds in the H.R.A. account can be <br /> 30 used for. The City Attorney advised these funds can be used for public imp- <br /> 31 rovements within the District. Some examples of uses is streets and utilities. <br /> 32 He will contact an associate regarding the usage of H.R.A. dollars allowed by <br /> 33 current law. <br /> 34 <br /> 35 The City Manager advised he has been contacted regarding the purchase of a <br /> 36 home on Harding Street which is in very poor condition. It had been sug- <br /> 37 gested that H.R.A. funds could be used for this purpose. A neighbor in the <br /> 38 area felt the H.R.A. could purchase the home and rehabilitate it or clear <br /> 39 the property and sell the parcel . It was noted that the house has never been <br /> 40 owner/occupied and there is considerable debris in the yard. <br /> 41 <br /> 42 Commissioner Enrooth suggested that the fund could be used as a revolving <br /> 43 fund to upgrade problem housing in the City. The City Manager felt the fund <br /> 44 could also be used to address water problems being experienced. He sug- <br /> 45 gested it could be spent on a feasibility study and for the services of <br /> 46 an engineer. This would need approval of the City of Minneapolis. <br /> 47 <br /> 48 The City Manager advised that the H.R.A. money is unencumbered as it is <br /> • 49 generated by levy. <br /> 50 <br />
