INTRODUCTION <br /> • Maintenance of a functioning street system is a major task for Saint Anthony Village. To maintain <br /> the street system in the most efficient manner, the Engineer must have at his disposal a <br /> complete inventory of the streets. This inventory should include detailed information regarding <br /> the composition and construction of the pavement, its use (including traffic volume), its present <br /> and past condition, plus a detailed record regarding all other affected structures such as curb <br /> and gutter, sanitary and storm severs, water and other utilities. <br /> This information forms the basis of a functioning pavement management system. This vast array <br /> of data is most valuable if it is stored in computer files allowing rapid and easy access. Not only <br /> does this pool of information make the Engineer's task of establishing a street maintenance <br /> program easier and more efficient, it can provide others such as the City council or the public <br /> with factual information regarding the status of the system of streets and related structures. In <br /> addition, it provides a sound foundation from which to project future needs. This enables the <br /> City to plan and prepare a budget for maintenance as it is required rather than responding to the <br /> highest current needs, often at higher costs. <br /> Without such a database and management system, the task of efficiently managing a pavement <br /> network is more difficult. Even the task of managing a small network is difficult since decisions <br /> may be dominated by individual opinions and awareness. <br /> Braun Intertec Pavement Inc. is a firm that was established to provide agencies with the expertise <br /> and tools necessary to establish a functional Pavement Management System. This project is <br /> very similar to others we at Braun Intertec Pavement Inc., have completed for other <br /> • municipalities. Our role in assisting these communities has ranged from very comprehensive to <br /> relatively minor. We have what we feel is the perfect combination of pavement management <br /> services: 1)experienced and qualified staff, and 2)user friendly computer software. Our <br /> assistance to the City of Saint Anthony will be to: <br /> determine the specific needs of the City <br /> provide and install the necessary computer programs and establish the database <br /> train city personnel; they will be trained to do all of the tasks involved in developing and <br /> maintaining a pavement management database <br /> provide necessary original forms and manuals to record street surface condition and <br /> other relevant data <br /> provide specialized surveys and evaluation for pavement surface distress as well as train <br /> city personnel to perform these surveys on-their own <br /> • assist city staff in preparing a long range maintenance schedule with emphasis on timely <br /> rehabilitation - <br /> provide required services as needed from time to time for special tasks and to update the <br /> system to keep it current with technology <br /> • <br />
