CITY OF ST. ANTHONY ORDINANCE NUMBER 1991-005 AN ORDINANCE REQUIRING MULTIPLE DWELLING PROPERTY OWNERS TO PROVIDE RECYCLING COLLECTION FOR THEIR TENANTS; AMENDING SECTION 310:70; SECTION 530, SUBDS. 5 AND 6 AND SECTION 530.05, SUBDS. 1 AND 3 OF THE 1973 CODE OF ORDINANCES The City Council of the City of St. Anthony ordains: Section 310:70. Garbage.Disposal and Recycline. Every multiple dwelling must have and maintain in sanitary condition adequate collection containers to accommodate the rubbish and garbage disposal and recycling needs of the units. Such containers shall be made of metal or other suitable material which is rodent proof, fire resistant and waterproof. The owner and the operator or owner's agent in control of the multiple dwelling will be responsible for removal of garbage and rubbish no less frequently than once each week and for removal of recyclables (as defined in Section 530:00, Subd: 3 of this Code) to a licensed hauler of recyclables or to a licensed recycling center no less frequently than once each month. Storage and collection of all rubbish, garbage and recyclables must be in accordance with all applicable laws, ordinances and regulations. Section 2. Section 530:00, Subd. 5 of the 1973 Code of Ordinances is amended to read as follows: Subd. 5. Residential Area: Property zoned R-1, R-2 or R-3. Section 3. Section 530:00, Subd. 6 of the 1973 Code of Ordinances is amended to read as follows: Subd. 6. Multiple Dwelling: A building zoned R-4. Section 4. Section 530:05, Subd. 1 of the 1973 Code of Ordinances is amended to read as follows: Subd. 1. It is unlawful for any person to haul garbage, refuse, recyclables, or yard waste without the appropriate license issued by the City under Sections 400 and 530 of this Code, unless the person is hauling from his or her own residence, multiple dwelling or commercial establishment. l;,
