STAFF REPORT <br /> DATE: May 8, 1992 <br /> TO: Mayor and Councilmembers <br /> FROM: Thomas D. Burt, City Manager <br /> ITEM: PARKING PROBLEM <br /> --------------------------------------------------------------------------------------------------------------------------- <br /> BACKGROUND: <br /> This spring we have received several complaints on parking. As we responded to these <br /> complaints, some frustration and anger by our residents has become evident. One case <br /> that is unique is at 2424 27th Avenue. At this site the owner of the property is not able <br /> to park in front of her home. Due to the "T" intersection and the crosswalks at this <br /> location, no parking is permitted 30 feet on either side of the stop sign and crosswalk. <br /> The resident at this address (Janice Winter) has parked in front of her home for several <br /> years. In September, 1991, the City received a complaint and issued her a ticket for <br /> parking illegally. Since she does not want to get another ticket, she is asking staff where <br /> she and guests can park. Her driveway off the alley is very small and only able to fit one <br /> car. She prefers parking on the street for convenience since it is closer to her home than <br /> the garage off the alley. She is also concerned for her personal safety since she works <br /> evening hours. <br /> This is a difficult situation with no easy answer. To make it legal for her to park in front <br /> of her home the stop signs and crosswalks would have to be removed. The resident is <br /> a not financially able to build a larger driveway off the alley and it is only a matter of time <br /> before her neighbors get upset with her car in front of their home. <br />
