Barr <br /> Engineering Company <br /> 8300 Norman Center Drive <br /> Minneapolis,MN 55437-1026 <br /> Phone: (612)832-2600 <br /> Fax: (612)835-0186 <br /> April 28, 1992 <br /> Mr. Thomas Burt <br /> City Manager <br /> City of St. Anthony <br /> 3301 Silver Lake Road <br /> St. Anthony, Minnesota 55418 <br /> Dear Mr. Burt: <br /> This letter will provide clarification regarding the work tasks in my <br /> April 22 proposal for analyzing the County Road E drainage system. <br /> As a part of the work task labeled "System Study" in my April 22 proposal, <br /> I intend to assume that ponding will occur within New Brighton (as proposed on <br /> the grading plan for the Wexford Heights development) and that ponding will <br /> • occur within the Salvation Army camp near the intersection of Silver Lake Road <br /> and County Road E for water quality reasons and control of peak flow. The work <br /> will include sufficient analysis to determine the incremental impact of this <br /> development on the flood levels and outlet for Silver Lake. <br /> Since the Wexford Heights area already contributes runoff to Silver Lake <br /> and the Salvation Army camp, I expect that the incremental difference associated <br /> with this development will probably not be noticeable at Silver Lake. However, <br /> it will, be important to evaluate ponding within the Salvation Army camp to <br /> assure that the system has no impact on the operation of the lake's outlet and <br /> the -stormsewer for the proposed upgrading of Silver Lake Road. .
