A copy of his memorandum is-enclosed. <br /> I believe you and I discussed the other two issues: <br /> Issue #3: I would recommend that the City not try to remove any signs with <br /> hazardous materials. <br /> Issue #5: I would recommend against sign deposits. This would seem to <br /> create more problems than it is worth.
