City of Saint Anthony Proposed Sign Ordinance Revisions <br /> Draft 14 -- September 2, 1992 Page -6- i <br /> 1 be maintained. The City Manager or the City Manager's designated representative <br /> 2 may, after notice to the owner, enter upon any property to ascertain whether the <br /> 3 provisions of this Chapter are being complied with. The City Manager may order the <br /> 4 removal of any sign that is not maintained in accordance with this Chapter. In <br /> 5 addition, the following inspections will be made: <br /> 6 (1) All signs requiring footings must be inspected to insure that suitable <br /> 7 footings, as determined by the City Building Inspector in accordance <br /> 8 with appropriate building codes, have been used. Footing inspections <br /> 9 will be required for all ground signs and pylon signs before the sign is <br /> 10 installed. <br /> 11 (2) Electrical inspections will be required for any electric sign. <br /> 12 1400.07 PROHIBITED SIGNS. Signs that are not specifically permitted in the Chapter are <br /> 13 hereby prohibited. Without restricting or limiting the generality of the provisions of the <br /> 14 foregoing, the following signs are specifically prohibited: <br /> 15 Subd. 1. BALCONY SIGNS: Balcony signs and signs mounted or supported on <br /> 16 a balcony. <br /> 17 Subd. 2. OBSTRUCTING SIGNS: Any sign that obstructs any part of -a • <br /> 18 doorway or fire escape. <br /> 19 Subd. 3. EXTERIOR SIGNS: Signs, including those intended for viewing only <br /> 20 from the interior of a building but which can reasonably be viewed from exterior of <br /> 21 the building, which by reason of position, shape, wording, color, or any other <br /> 22 characteristic would interfere with the proper function of a traffic sign or signal, or <br /> 23 otherwise constitute a traffic or safety hazard. <br /> 24 Subd. 4. SIGNS WITHIN THE PUBLIC RIGHT-OF-WAY OR PUBLIC <br /> 25 EASEMENT. <br /> 26 Subd. 5. SEARCHLIGHTS, FLAGS OR WHIRLING DEVICES. <br /> 27 Subd. 6. SIGNS ON GLASS DOORS: Signs on glass doors which total sign <br /> 28 surface area exceed 20% of the glass area of the door. The sign surface area of <br /> 29 nameplates and address identifications and pedestrian directives such as"pull',"push", <br /> 30 "entrance", "exit", "use other door", "caution", and other instructions shall be included <br /> 31 with the sign surface area of all other signs on a glass door for the purpose of <br /> 32 determining the total sign surface area of such door. <br /> 33 Subd. 7.
