Building entrance door <br /> • latches shall be of a type that are permanently locked from the outside <br /> and permanently unlocked from the inside. <br /> (b) Dwelling Unit Door Locks. Every door that is designed to provide <br /> ingress or egress for a dwelling unit within an apartment building shall <br /> be equipped with an approved lock that has a dead-locking bolt that <br /> cannot be retracted by end pressure, however, that such door shall be <br /> openable from the inside without the use of a key or any special <br /> knowledge or effect. <br /> Subd. 8. Sump PumR Wells. Prior to the dosing of the sale of a dwelling, the <br /> seller shall request that the sump pumps and drain tile must be inspected by <br /> the City visually and/or by smoking to ensure that they are-not connected in <br /> any manner to the sanitary sewer system. If the Compliance Officer <br /> determines the sump pump or drain tile is connected to the sanitary sewer <br /> system, the situation must be corrected before the dwelling unit is considered <br /> in compliance to be sold. <br /> Subd. 9. Manual and Automatic Check Valves. Prior to the dosing of the We <br /> of a sale of a dwelling, the seller shall request that a sanitary sewer line to the <br /> main street line be inspected for manual and automatic check valves. If the <br /> Compliance Officer determines that both manual and automatic check valves <br /> are necessary to prevent backflow, the situation must be corrected before the <br /> dwelling is considered in compliance to be sold. <br /> Subd. 10. Apartment Building Outdoor Water Service Metering. Each <br /> apartment building shall have a meter measuring the amount of water used <br /> for such outdoor activities as lawn maintenance, gardening, parking lot <br /> cleaning. <br /> Subd. 11. Fire Safety Equipment. Every dwelling and dwelling unit shall <br /> have necessary fire safety equipment, such as fire extinguishers and smoke <br /> alarms and other equipment as required by State Fire Code. <br /> Section 355:75 Minimum Standards for Light and Ventilation. No person shall <br /> occupy as owner, occupant or let to another for occupancy any dwelling or dwelling <br /> unit, for the purpose of living therein, which does not comply with the following <br /> requirements: <br /> Subd. 1. Habitable Room Ventilation. Except where there is supplied some <br /> other device affording adequate ventilation and approved by the Compliance <br /> Official, every habitable room shall have at least one window facing directly <br /> outdoors, which can be opened easily.
