Compliance Official. Approval shall be based on compliance with the <br /> minimum standards of this Code for habitable rooms. <br /> Subd. 11. Yard Cover. Every yard of a premises on which a dwelling stands <br /> shall be provided with lawn or combined ground cover of vegetation, garden, <br /> hedges, shrubbery, and related decorative materials and such yard shall be <br /> maintained consistent with prevailing community standards. It shall be <br /> unlawful for any owner of any occupied or unoccupied lot or parcel of land to <br /> permit or maintain on such any growth of weeds, grass, brush or other rank <br /> vegetation to a greater height than six inches on the average or any <br /> accumulation of dead weeds, grass or brush. It shall also be unlawful for any <br /> such person or persons to cause, suffer or allow noxious weeds or plants <br /> identified and defined by the Minnesota Department of-Agriculture to grow <br /> on any such lot or parcel of land. Native grasses indigenous to Minnesota, <br /> planted and maintained on any occupied lot or parcel of land, setback a <br /> minimum of 20 feet from the front property line as part of a garden or <br /> landscape treatment are exempt from this Section 355:00. <br /> Subd. 12. Composting. Composting is permitted provided the following <br /> regulations are complied with: (1) composting shall be conducted within an <br /> enclosed container(s) not to exceed a total of 100 cubic feet in volume and five <br /> feet high for all city lots; (2) the container(s) shall be of a durable material such <br /> as wood, block, or sturdy metal fencing material; (3) the compost container(s) <br /> ishall be located at least five feet from lot lines and be placed no closer than 20 <br /> feet to any habitable building other than the resident's own home nor less <br /> than two feet from the alley if any alley exists; (4).only organic yard materials, <br /> such as grass clippings, leaves, faded flowers, weeds, sawdust, wood ash and <br /> plant trimmings, lake plants, straw and commercially available compost <br /> amendments, may be placed in the compost container(s); (5) none of the <br /> following materials shall be placed in the compost container(s): meat, bones, <br /> fat oils, dairy products and other kitchen wastes; whole branches or logs, <br /> plastics, synthetic fibers,human or pet wastes or diseased plants, (6) compost <br /> shall be properly managed to minimize odor generation and promote <br /> effective decomposition of the material. <br /> Subd. 13. Trees and Brush. Every yard of a premises on which a dwelling <br /> stands shall properly trim and dress all trees and brush so overgrowth does <br /> not overwhelm access or safety sightlines near right-of-ways. <br /> Subd. 14. Discontinuance of Service or Facilities. No owner, operator, or <br /> occupant shall cause any service, facility, equipment or utility which is <br /> required under this Section 355:00, to be removed from or shut off from or <br /> discontinued for any occupied dwelling or dwelling unit let or occupied, <br /> s -17- <br />
