Establishment of <br /> 7 this fund must be done by Council resolution . <br /> 8 <br /> 9 The Mayor was supportive of setting up the fund and <br /> 10 requested it be explored further . Councilmember Enrooth <br /> 11 suggested that pledges be considered and a form of <br /> 12 recognition for these pledges be selected . <br /> 13 <br /> 14 2 . Road Reconstruction Neighborhood Meetings <br /> 15 <br /> 16 On February 10th staff will be meeting at City Hall with <br /> 17 neighborhood groups to discuss various road <br /> 18 reconstruction projects which are being considered . The <br /> 19 meetings will begin at 5 : 00 p.m. and are expected to last <br /> 20 about one hour each . All facets of the reconstruction <br /> 21 will be discussed including anticipated inconveniences , <br /> 22 costs , and assessment policies . The City Manager noted <br /> 23 these meetings will be strictly informational . <br /> 24 <br /> 25 An appraiser reviewed each project as to added value to <br /> 26 each parcel from the project . He recommended acceptable <br /> rates for assessment regarding benefit received. The City <br /> Manager advised that a middle rate was chosen and he <br /> 29 feels this will be comfortable . Also, soil borings were <br /> 30 done to determine approximately how far down it must be <br /> 31 removed for replacement and base . <br /> 32 <br /> 33 8 . PUBLIC HEARINGS <br /> 34 <br /> 35 There were no public hearings . <br /> 36 <br /> 37 9 . NEW BUSINESS <br /> 38 <br /> 39 A. Approval of Modifications to the Police Reserve By-Laws <br /> 40 <br /> 41 The Police Chief is recommending some modifications to the <br /> 42 Police Reserve By-Laws . One of them is to lower the age for <br /> 43 participation to eighteen if the person is currently enrolled <br /> 44 in an approved law enforcement program. Currently, the age is <br /> 45 twenty-one The other recommended modifications were discussed. <br /> 46 <br /> 47 Motion by Enrooth, second by Wagner to approve the revisions <br /> 48 to the Police Reserve By-Laws as recommended by the Police <br /> 49 Chief . <br /> 50 Motion carried unanimously <br />
