Madigan said those <br /> interested can get a copy by indicating their name to Mr. Hawkins who will send a copy <br /> to those individuals; <br /> • a resident asked if the work on the project would be publicly bid and when the work <br /> would begin. Mr. Madigan said the project would be bid in accordance with Chapter <br /> 429 procedures, if so directed by the City Council, and that the earliest construction <br /> would begin is mid-June, 1993; <br /> • several residents expressed concern over access to their homes. Mr. Madigan stated that <br /> there will be short periods of time when access to driveways would not be permitted <br /> while the concrete curb is curing. However, residents would be able to park in front of <br /> their homes at night as long as the cars would be gone during daytime construction. The <br /> contractor will be required to provide emergency vehicle access to the project area at the <br /> end of the contractor's work day; <br /> • the resident living at the corner of 31st and Rankin Road expressed concern over the <br /> landscaped rock area located in the City's right-of-way. Mr. Hawkins and Mr. Madigan <br /> explained that the contractor would be required to restore disturbed areas to the same <br /> condition or better than existed prior to construction. Mr Hamer indicated that <br /> construction would extend approximately 2 to 3 feet behind the existing curb; <br /> • a resident inquired about the affect on his new concrete driveway. Mr. Madigan said <br /> that all driveways will receive a concrete apron (4 feet X width of existing driveway) and <br /> that beyond the 4 feet, the contractor will match existing driveway material. Concrete <br /> driveways will be saw cut at match point; <br /> a resident asked about overlaying 31st Avenue N.E. instead of complete reconstruction. <br /> Mr. Hamer and Mr. Madigan explained that due to the clay subgrade beneath 31st <br /> Avenue, bituminous overlay would not be effective as frost heave and cracks would <br /> break up the overlay within one year; <br /> • a resident asked when their obligation would begin. Mr. Burt indicated that the <br /> assessment would start in January, 1994. Residents would have the option of prepaying <br /> all of a portion of the assessment principal within 30 days of adoption of the assessment <br /> roll by the City Council; <br /> • a resident asked what the cost per foot for a concrete street would be. .Mr. Madigan <br /> indicated that a concrete street would be approximately double the cost of bituminous <br /> street; <br />
