AMENDMENT TO APACHE REDEVELOPMENT PLAN AND TAX INCREMENT 30 FINANCING PLAN FOR 3901 AND 3909 SILVER LAKE ROAD (H.R.A. 31 RESOLUTION NO. 1993-002 ) 32 33 The Executive Director reviewed what this amendment would do 34 for the redevelopment which is planned for these two lots . 35 36 Ruth Nelson, 3916 Macalaster Drive, felt a townhouse 37 development would be preferable for this area rather than the 38 proposed dental office building. She was of the opinion that 39 a residential nature should be maintained on the parcels . 40 41 The City Manager noted that the area had been zoned 42 commercially for a very long time . He also suggested that the 43 owner of the parcels would not agree to downzoning to 44 accommodate a residential development . Downzoning would drop 45 the value of the parcels .
