STAFF REPORT <br /> ..DATE: August 20, 1996 <br /> TO: Planning Commission Members <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: Lot Coverage Variance Request -- <br /> Mike Miller, St. Anthony Health Care Center <br /> BACKGROUND. <br /> Mike Miller, Administrator. and owner of the St. Anthony Health Care Center has filed an <br /> application for a variance to the City's Lot Coverage Ordinance requirement. The <br /> ordinance requires.that lot coverage may not exceed 50% in an R-4 zoning district. The <br /> proposed lot coverage to accommodate the proposed addition.and requisite parking spaces <br /> is.56%. <br /> ANALYSIS. <br /> Again, the variance for lot coverage is necessary in order to complete the proposed <br /> • addition and provide the required number of parking spaces. If the variance request is not <br /> approved, the St. Anthony Health Care facility will not be able construct the proposed <br /> addition meant to alleviate the crowding conditions that four beds to a room creates. <br /> The State of Minnesota recognized their need to build the proposed addition by granting <br /> them an exception to the moritorium that is in place to prevent the construction of <br /> additional nursing homes or expanding the number of beds for a nursing home facility. By <br /> adhering strictly to the City's rear yard setbackrequirement, St. Anthony Health Care <br /> facility will not be able to construct their proposed addition, thereby causing an undue <br /> hardship to continue to exist. <br /> Staff advised Mr. Miller of the need to also contact the Rice Creek Watershed District:to <br /> determine if the current storm water retention pond will be adequate to accommodate the <br /> storm water run-off from the proposed increase in impervious surfaces. There will be not <br /> a significant or detrimental impact to the storm water retention pond that drains Chandler <br /> Place and St. Anthony Health Care facility should this variance request be approved. The <br /> current lot coverage for both facilities is approximately 52%. <br /> The purpose of the proposed variance is not based solely on a desire to increase the value <br /> or income potential of this property, but will correct overcrowding with an updated and <br /> modern nursing home facility. <br /> • <br />
