Strict enforcement of the setback requirement with respect to the Site <br /> would cause an vzdue hardship because: . <br /> (a.) The setback in question is from a lot Ike which is adjoining an <br /> interior driveway through a shopping center,and is not adjokft <br /> another development site. <br /> (b.) The lot line on the opposite side of the Site from the setback in <br /> question is adjoining a county road, and is subject to county road <br /> setback requirements that would probliait adequate expansion of the <br /> builftg an that side of the Site. <br /> (c.) The proposed expansion ofthe building oa the Site to <br /> accommodate a new City liquor store is a reasonable use of the <br /> Site. <br /> (d.) In view of the Aga in(a),(b),and(c)above,the Site cannot be <br /> put to a reasonable use without the variance. <br />
