Order of Agenda. Generally, the order of business will be in <br /> accordance with the agenda, but it may, with approval of the Council, be <br /> varied at the discretion of the presiding officer. However, all public hearings <br /> will be held at the time specified in the notice of hearing. <br /> 200.05 Quorum and Voting. <br /> Subd. 1. Quorum. The presence of three Councilmembers constitutes a <br /> quorum. A majority vote of all members of the Council is necessary for <br /> approval of any ordinance unless a larger number is required by statute. <br /> Except as otherwise provided by statute or ordinance, a majority vote of a <br /> quorum will prevail in all other cases. <br /> • Subd. 2. Voting. The votes of each member of any question pending before, <br /> the Council will be recorded in the minutes except as provided in Subd. 3. of <br /> this Subsection. If any Councilmember present does not vote, the Clerk will <br /> so indicate in the minutes. <br /> Subd. 3. Vote Recording. When the meeting minutes show a resolution or <br /> motion was adopted without showing how each Councilmember voted, it <br /> will be considered a unanimous vote in which all Councilmembers present <br /> voted in favor of the resolution or motion. <br /> 200.06 Ordinances, Resolutions, and Petitions. <br /> Subd. 1. Rea_ dings.
