City Council Regular Meeting Minutes <br /> January 13, 1998 <br /> Page 6 • <br /> 1 Mr. Sama stated he believed that the sign would look much nicer on the ground. <br /> 2 Mr. Sama's son stated that the sign they are requesting is within code when located on the <br /> 3 pylon: They thought the sign would look more uniform if it were located on the ground. <br /> 4 Thuesen asked if it would be possible to configure one ground sign to be located on 37' <br /> 5 Avenue and Stinson Boulevard. <br /> 6 Mr. Sarna's son stated this would require a very large sign. Mr. Sama noted the pylon sign is <br /> 7 actually ten feet smaller than the maximum allowed. <br /> 8 City Attorney Soth noted that the Council was focusing on the correct issue. In order to grant <br /> 9 the variance the Council needs to be able to distinguish this lot from any other commercial lot <br /> 10 in the City. <br /> 11 Mr. Sarna's son stated that most gas stations on a corner lot do not have the abundance of <br /> 12 telephone poles and lines obstructing the view of their sign. If the customer cannot see the <br /> 13 price on the sign, they are liable to keep driving to the next gas station. The ground signs <br /> 14 would be more uniform and look nicer. <br /> 15 Marks.explained that although he understood the rationale from a business standpoint, there • <br /> 16 was no suggestion of a legal hardship. <br /> 17 Mr. Sarna's son agreed that there was no legal hardship. <br /> 18 Motion by Faust, second by Marks to deny the variance request to be allowed to install two <br /> 19 monument signs and the variance request in regard to the size of the monument signs for Jim <br /> 20 Sarna, Stop `N' Go, 2400 37th Avenue NE based on the inability-to establish a hardship. <br /> 21 Motion carried unanimously. <br /> 22 Mayor Ranallo encouraged Mr. Sama to continue to work with City Staff to find a solution <br /> 23 that is within City Codes. <br /> 24 <br /> 25 B. Peter Willenbring, WSB & Associates, Inc. To Discuss the Recommendations of the <br /> 26 Storm Water Task Force. <br /> 27 Peter Willenbring, WSB & Associates, Inc. stated he was present this evening to present the <br /> 28 Storm Drainage Task Force recommended step-by-step approach to solve the City's flooding <br /> 29 problems. The approach has,been developed based on technical information in the report <br /> 30 provided to the City by WSB which identified the problems in the City and in the WSB <br /> 31 memorandum of December 12, 1997. This memorandum was updated on January 8, 1998 to <br /> 32 reflect the suggestions for revision by the Task Force. This approach is divided into six tasks. <br /> 33 Task I is to increase the,residential Storm Water Utility Fee to $13 per quarter and the • <br /> 34 commercial rate by 2.5 times the existing rate. $13 per quarter would be one of the highest <br />
