City Council Regular Meeting Minutes <br /> January 13, 1998 <br /> • Page 11 <br /> 1 stated he had mentioned that the Council will be passing a resolution to cable televise the <br /> 2 Council meetings and the Cable Commission is extremely pleased and willing to help. <br /> 3 E. City Manager. <br /> 4 Morrison reported the City has been reimbursed $22,000 by FEMA for damages incurred to a <br /> 5 police car and lift station in an amount in excess of$30,000 during the July 1997 storm <br /> 6 event. Morrison reported that Staff attempted to obtain reimbursement of the balance through <br /> 7 Hennepin County CDBG funds but was denied. Some of-the monies used to fund these costs <br /> 8 were from the Storm Sewer fund and one-half of those monies were reimbursed back to that <br /> 9 fund. <br /> 10 Morrison reported the computer upgrade proposals are due this week. They will be discussed <br /> 11 at the February Council work session. <br /> 12 Morrison reported the contract with Bob Koss of BRW Inc. for work with the Parks Task <br /> 13 Force terminates in January. Morrison has asked Mr. Koss to prepare a quote for contract <br /> 14 from now until June of 1998. <br /> 15 Cavanaugh asked how long the Parks Task Force had been involved in the process and if it <br /> was practice to have a Task Force report on an interim basis to the Council. <br /> 016 <br /> Marks stated that the idea behind a Task Force is that the are charged with certain thins and <br /> Y g g <br /> 18 given a certain amount of time to accomplish them. The.Parks Task Force was provided with <br /> 19 a mission and a set of goals. <br /> 20 Faust noted that there are two Councilmembers on each Task Force who serve as liaison to <br /> 21 relay information back and forth without undue influence. He noted the Parks Task Force has <br /> 22 had two difficulties, one the water situation and the other trying to overcome 30 years of <br /> 23 neglect. <br /> 24 VIII. PUBLIC HEARINGS - None. <br /> 25 IX. NEW BUSINESS. <br /> 26 A. Resolution 98-018, re: Purchase of Homes Relating to Storm Water Management. <br /> 27 Morrison explained that this resolution will basically get the process started. This will have to <br /> 28 be a willing seller/willing buyer arrangement and if it is not; it will not be eligible for FEMA <br /> 29 Funds, if the City is granted funding. The City will not know if they have been awarded <br /> 30 FEMA funding until March or April. Within one week, a letter will be sent to each of the <br /> 31 five property owners of the homes located at 2713 St. Anthony Boulevard, 2716 St. Anthony <br /> 32 Boulevard, 2700 Pahl Avenue, 2704 Pahl Avenue and 2709 Pahl Avenue. It will state that if <br /> 33 they are interested in selling their property to the City a brief written response is needed, <br /> 4 which can be typed or handwritten. Their response must include the following: That they are <br /> interested in selling the property at that address to the City at this time; That relocation <br /> 6 benefits are not applicable to this transaction as it is voluntary in nature; That the property is <br /> 37 currently not under any written or unwritten lease or rental agreement; That the City is <br />
