City Council Regular Meeting Minutes <br /> • May 12, 1998 <br /> Page 15 <br /> 1 Cavanaugh questioned 306.06 Powers and Duties (f) and asked if this was limited to areas in the <br /> 2 City of St. Anthony. He noted there are two baseball diamonds at Unisys.which are no longer <br /> 3 . -being used. He asked if the Commission could consider options outside of the community. . <br /> 4 Faust noted that this Ordinance had been discussed in detail at the recent Council Work Session. <br /> 5 <br /> 6 Cavanaugh stated he was not able to attend that meeting and noted that it was not an official <br /> 7 meeting. <br /> 8 Mayor Ranallo stated a Work Session is an official meeting of the City Council. <br /> 9 Motion by Marks, second by Thuesen to approve the 1St reading of Ordinance 1998-009, re: <br /> 10 establishing a Parks Commission by adding Section 306 to the 1993 Code of St. Anthony <br /> 11 Ordinances. <br /> 12 Vote on the motion: Ranallo, Faust, Marks, and Thuesen voted aye. Cavanaugh voted naye. <br /> 13 Motion carried. <br /> E. Resolution 98-042, re: Early Retirement Program. <br /> Mornson reported that this program has been offered for the past two years as an incentive to <br /> 16 long term employees who are 55 years of age or older and have completed 25 years of service. <br /> 17 The program provides that the employer pays single health insurance premiums for a period of <br /> 18 three years for employees who qualify and opt to retire. <br /> 19 Mayor Ranallo asked if there was a three year limit to this program. <br /> 20 Mornson stated this has been the policy in the past based on the policy of the State of Minnesota. <br /> 21 Motion by Marks, second by Faust to approve Resolution 98-042, setting policy for early <br /> 22 retirement incentive for City of St. Anthony employees. <br /> 23 <br /> 24 Motion carried unanimously. <br /> 25 F. Resolution 98-045, re: Funding for Flood Damage Reduction. <br /> 26 Mornson explained that this Resolution will authorize the City Manager to be the "Authorized <br /> 27 Official" to act as legal sponsor for the project contained in the Flood Damage Reduction Grant <br /> 28 Assistance Program Application submitted April 13, 1998. <br /> 29 Motion by Thuesen, second by Marks to approve Resolution 98-045,relating to funding for <br /> 4 flood damage reduction. <br /> 31 Motion carried unanimously. <br />
