Ohl <br /> SUBJECT: 1998 Area Police Department Survey <br /> -------------------------------------------------------------------- <br /> The attached information is a survey I conducted with first ring <br /> and non-first ring suburbs of the Metro area. I completed this <br /> survey with sixteen (16) different departments . Some departments <br /> were larger in population, and some were smaller. I generally <br /> tried to poll agencies serving a similar sized population <br /> (including our contract cities) , as does St . Anthony. <br /> Below are some statistical generalizations gleaned from 'the facts <br /> of this survey: <br /> * Except for Inver Grove Heights, we have the lowest police <br /> to population ratio of all other polled communities. This is <br /> a telling statistic since I polled mostly non-first ring <br /> suburbs, and first ring- suburbs should have a higher than <br /> average (when compared to non-first ring suburbs) police to <br /> population ratio. <br /> * The average police to population ratio was one officer per <br /> 775 people. St . Anthony' s ratio is one officer per 888 <br /> people, Columbia Heights PD is one officer per 730 people, and <br /> Robbinsdale is one officer per 666 people. . Adding two <br /> officers would bring us to one in 800 . <br /> * One half of all polled cities have twenty four hour <br /> supervision. St . Anthony does not have twenty four hour <br /> coverage . <br /> * The average amount of officers supervised by one person is <br /> 3 . 7 . St : Anthony has 3 . 6 officers supervised by one person. <br /> The addition of two officers would make our officer to <br /> supervisor rate climb to 4 . 0 . <br /> * The average amount of investigators per officer is one in <br /> nine. St . Anthony has one in twelve (Anoka Co. communities <br /> excluded, as they use Anoka CID for investigating felonies) . <br /> * The average amount_ of support staff (secretaries) is one <br /> secretary per 5000 population. St . Anthony' s is one per eight <br /> thousand, an incredible disparagey. <br /> * Of the sixteen cities polled, only three don' t have <br />
