MEMORANDUM DATE: August 19, 1998 TO: Michael J. Mornson, City Manager FROM: Kim Moore-Sykes, Management Assistant ITEM: August 18' Planning Commission Meeting Summary 1. Planning Commission Representative. Doug Bergstrom will be the Planning Commission Representative to the Council at the August 25`h Council meeting. 2. Public Hearings. A. 98-09 Bob Jenson, request for Garage Setback Permit and variance to square footage of structure. Motion made by Bergstrom, second by Kaczor to recommend approval of Mr. Jensen's request. The Planning Commission felt the hardship was that the City encourages the parking of vehicles, RV's and boats inside a garage or behind the house and that the square footage of the garage structure was set because that is as large as a 30% lot coverage restriction would allow., Gondorchin stated that since the lot coverage has changed to 35% that perhaps the City needs to revisit the size restriction of the garage setback permit. 3. Report from the Parks Commission Chair. Chair Jindra reported to the Planning Commission about issues that were discussed at the first Parks Commission meeting. She indicated that she and the rest of the Parks Commissioners were looking forward to working with the Planning Commission. 4. Storm Water Management Ordinance Review. The Commission felt that the proposed ordinance may be a little heavy-handed with regard to the smaller construction projects, such as garages, decks, etc. that may occur in the R-1 district. They also felt that the fertilizer portion of the ordinance would be very difficult to enforce. 5. _Comments. 1. Chair Bergstrom is formally requesting that the City Council name someone to fill John. Delmonico's chair. He suggested that George Wagner may be interested in filling in until appointments are made in January. 6. Harding Group. Three residents from the Harding area were in attendance. Chair Bergstrom invited them to speak if they had any issues to discuss. Their spokesperson indicated that they were there only to listen as they saw that the Planning Commission was going to review the proposed storm water ordinance. They also indicated that they would appreciate any support that the Planning Commission could lend to their cause. Adjourned at 8:15 p.m.
