Parks Commission Meeting Minutes <br /> August 10, 1998 <br /> Page 10 <br /> 1 put Central Park temporarily out of use. There could also be problems with recreational <br /> 2 programming. This material would remain until the Harding Street improvements are <br /> 3 completed, about one year: Ball diamonds-could be constructed next summer or fall. <br /> 4 Morris stated digging up Silver Point Park could unearth a lot of rocks and debris. <br /> 5 Hubmer replied that there could be some debris, but most of the fill would be suitable for <br /> 6 park usage. He added that suitable dressing could cover the top of the material. <br /> 7 Morris asked if this fill could be mixed with some kind of material so as to absorb more <br /> 8 water, as this is a problem now. Hubmer answered that this could be done,but would be <br /> 9 expensive. <br /> 10 Morris stated that drainage is more expensive. He added that in the future,this City <br /> 11 might be installing new storm sewers. <br /> 12 Hubmer agreed that the storm sewers would be replaced. He said there is only one sewer <br /> 13 pipe in St. Anthony, and that it is under capacity already. <br /> 14 Louiselle said that better drainage might not resolve the problem if the City has only one <br /> 15 pipe. <br /> 16 Morris stated the material could absorb water and slow the release of this water into the <br /> 17 storm sewer, which might ease the situation. <br /> 18 Wolff asked whether this material and process could affect the safety of children and <br /> 19 other residents. Hubmer replied that the filled area would,be twelve feet high.in some <br /> 20 areas, and six feet high in other areas. There would be a slope, but it would be mild. The <br /> 21 dirt would not be mounded, but leveled off. <br /> 22 <br /> 23 Jindra asked whether the rain would run off into the neighbor's yards. Wagner replied <br /> 24 that this would not be a problem, as the sloping would create a berm. <br /> 25 Hubmer agreed, and repeated that this fill would only remain for one year. <br /> 26 Wolff requested that this issue be presented to the school board for their input. <br /> 27 Hubmer said a prelunmary draft plan could be ready for the Commission to review again <br /> 28 by August 24, and then presented to Council on September 8. He added that construction, <br /> 29 could be bid in September, and work begin in October. <br /> 30 Jindra stated the Commission would discuss the plans and get back to Hubmer. She <br /> 31 asked the Commission if an additional meeting would be needed. <br />
