• STAFF REPORT <br /> DATE: August 12, 1998 <br /> TO: Michael J. Mornson, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: Met Council Livable Communities/ALHOA Status for St. <br /> Anthony <br /> In 1995, Staff worked with the Metropolitan Council to establish a housing action plan for the <br /> City of St. Anthony in order to comply with legislation that encourages municipalities to <br /> achieve and maintain livability and affordabiliy goals for their individual communities. The <br /> Met Council provided each community with benchmarks for these goals and St. Anthony was <br /> determined to have met or exceeded these established livability and affordability goals. <br /> As an incentive of adopting a housing action plan and supporting the Livable Communities <br /> Act, the City became eligible for loans and grants from the Livable Communities Act Fund and <br /> • the Department of Trade and Economic Development to support the City's efforts to maintain <br /> its housing goals. The City also became eligible for funds to clean up certain polluted sites <br /> that might exist in the community. If the City should decide not to continue its participation in <br /> this program, the City will no longer be eligible for any funds associated with the Livable <br /> Communities Act. <br /> Currently, the only LCA funds that the City is not eligible for are the ALHOA funds. This is <br /> because the City meets and currently maintains its housing goals and ALHOA funds are mostly <br /> for those communities who do not meet their housing goals but continue to work toward <br /> attaining them. <br /> • <br />
