A storm sewer system maintenance program needs to be developed for the Silver Lake <br /> Watershed. <br /> Fomments: We agree with this statement but we feel this may already be included in Append <br /> #2,Tab H to the appendix of the Comprehensive Management Plan. <br /> 1. The City needs to develop an implementation plan for water quality improvements within <br /> the Silver Lake Watershed. This plan should not be entirely contingent upon: redelopmerit <br /> occurring within the watershed and should ensure that all areas of the City tributary to <br /> Silver Lake are in compliance with the Rice Creek Watershed District(RCWD) water <br /> quality requirements. <br /> `.Comments: The current plan is inadequate. We would like a plan developed by the City that <br /> will meet the requirements of the Metro Council, Minnesota Polution Control <br /> Agency, Enviormental Protection Agency and the Rice Creek Watershed District.: <br /> The plan needs to deal with all water tributary to Silver Lake treating'the water for <br /> both water quality and water detention and be eligible for nding pesuant to <br /> fu <br /> 103D905 Subdivision.3 which provides a funding mechanism.* The City needs to <br /> develop this plan and have it adopted by the Rice Creek Watershed District. This <br /> plan should not be contingent on redevelopment occurring. We also feel this Plan <br /> should designate locations where sufficient land be set aside to trear all areas <br /> tributary to Silver Lake and control its development. <br /> i <br /> 8.
