MEMORANDUM' <br /> DATE: December 15, 1998 <br /> TO: Michael J. Morrison, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: December 15' Planning Commission Meeting Summary <br /> 1. Planning Commission Representative. Chris Makowske will be the Planning Commission. <br /> Representative to the Council at the January 12' Council meeting. <br /> 2. Public Hearings. None. <br /> 3. Concept Review. None. f <br /> 4_. Report from the Parks Commission: _ <br /> Commissioner Wagner presented the Parks Commission report. He reported that Todd <br /> Hubmer, WSB, provided a progress report on the Silver Point Park project. He indicated <br /> that the excavation should be.done by the end of this week and the pipe installation should <br /> be completed by the end of the month. Wagner reported that Hubmer indicated that if <br /> the weather holds, excavation could begin at Central Park in the NE corner of the Park. <br /> Hubmer indicated that they may be able to use this dirt at Silver Point Park for the base of <br /> the parking lot. <br /> Wagner also reported that the Parks Commission will be discussing landscaping plans, <br /> platting of Water Tower Park and planning playground equipment for Water Tower Park. <br /> He said that the residents adjacent to the parks where working is being done are getting <br /> construction reports similar to those that are distributed during the street reconstruction <br /> projects. Wagner reported that the extra drive-cut into Silver Point Park from Hwy. 88 is <br /> temporary and was done to facilitate the safer flow of trucks into and out of the Park. <br /> 5. Proposed Erosion Control/Storm Water Management Ordinance. The Commissioners <br /> discussed proposed changes to the language of the proposed Storm Water Management. <br /> Those changes will be more fully noted in the Planning Commission minutes. Essentially, <br /> they changed the wording of the "Lawn Fertilizer Education" portion of the proposed <br /> ordinance so that it reads, "Lawn Maintenance Education". They also asked if the acreage <br /> of residential and commercial that are covered by this proposed ordinance was an <br /> arbitrarily set figure. Many were concerned that storm water plans may be costly for the <br /> smaller construction projects that an homeowner or small business may want to have done. <br /> 6. Discussion of Goals for 1999. General discussion of what the Planning Commission <br /> should deal with in 1999. Wagner suggested being pro-active on a number of <br /> • redevelopment projects that the City or will be involved with. Gondorchin concurred. <br /> Since this was a topic that Chair Bergstrom initiated at the last Planning Commission <br /> meeting and he was not able to attend tonight's meeting, further discussion was deferred to <br /> the January meeting. Meeting adjourned at 8:15p.m. <br />
