City Council Meeting Minutes <br /> December 16, 1998 <br /> Page 4 <br /> 1 discussed. Cavanaugh stated the meeting was a first attempt and as such was a very good one. <br /> 2 He stated the issue of a teen center is on the task force agenda and there was discussion if it <br /> 3 would be possible to privatize a center for the teens. Another issue raised was how to utilize the <br /> 4 Community Center to which he responded it is probably too small for some events the <br /> 5 community may want and the City may consider in the future the option of expanding the <br /> 6 Community Center. He stated there will be meetings after the first of the year and, hopefully, the <br /> 7 momentum will remain. Cavanaugh stated the Police Chief also discussed tobacco and alcohol <br /> 8 checks which was a good discussion. He stated his impression that the 60 who attended were <br /> 9 very interested and left charged up about those issues. <br /> 10 C. Mayor. <br /> 11 Ranallo asked that certificates of appreciation be ordered for Planning Commissioners Wagner <br /> 12 and Thompson who will be leaving the Planning Commission and to schedule a presentation <br /> 13 before the Council. <br /> 14 <br /> 15 D. City Manager. <br /> 16 Mornson noted that the bid opening was December 10, 1998 and Northdale Construction was the <br /> 17 apparent low bidder. These bids will be presented to the Council and the public hearing set for <br /> 18 that project. <br /> 19 Mornson reported on the meeting he attended with the DNR and Division of Waters who assisted <br /> 20 the City in getting the $2 million. He stated the City staff laid out some very convincing <br /> 21 arguments for additional funding due to the contamination that was discovered and the.need to <br /> 22 resolve"those issues. He stated that the conclusion is that it will be a larger challenge to get <br /> 23 funding this year than last year. Mornson stated that Senator Langseth, Chair of the Senate <br /> 24 Committee, is still the Chair and a bill was passed last year that there would be flood relief <br /> 25 available but the level will not be determined until the 1999 session. The DNR suggested the <br /> 26 City draft a plan on when the money will be needed and how much will be needed. In the mean <br /> 27 time, he notified John Marty and will provide that information to the Mayor and Council. <br /> 28 Mornson welcomed their help on this issue. <br /> 29 Cavanaugh inquired regarding the level of the past and current funding request. Mr. Mornson <br /> 30 reviewed the amounts requested and work that was accomplished. He advised that the DNR <br /> 31 understood the need for more funding to address the contamination and indicated that they are <br /> 32 receiving similar requests from other communities. <br /> 33 Mornson reported that Ramsey County has scheduled a.stop light for the year 2000 for the <br /> 34 intersection of Highcrest and 37th Avenue. <br /> 35 Mornson reported the schedule for the Board of Review on April 6, 1999 and asked the Council <br /> 36 when they would like to start that meeting.
