Immediately prior to being sworn in at that meeting, Mr. Cavanaugh should <br /> submit his resignation as a councilmember. If that occurs on January 4, then less than two years <br /> would remain, no special election is required, the appointment can be made as provided in the <br /> statute, and the appointed person serves until the qualification of a successor. <br /> Mike Morrison would like to begin the proce$s of collecting information regarding <br /> potential applicants to fill the council vacancy when it occurs. I have concluded that there is <br /> nothing wrong with collecting information on potential candidates for appointment just so long <br /> as no action is taken prior to the vacancy actually occurring. I understand that you would like to <br /> advertise for applicants and then discuss them at your January 4 work session. I see nothing <br /> wrong with doing that.
