On August 26, 2000, 2 . jackhammers were being operated at 7:00 a.m. for the new bridge on a weekend morning. 3 Mornson stated that he believed the ordinance was 9:00 a.m. for weekends, however, he would 4 check into that and would also speak to the contractor. 5 Cavanaugh noted that this was the largest turnout for the community forum. He appreciated all 6 of the comments everyone had, and noted that similar comments have been received by the 7 Councilmembers at home. He stated that the Council voted based on the knowledge that they 8 had acquired, and that decisions were made. 9 Karen Cole, 200 South 6th Street, Minneapolis, approached the Council and stated that she 10 represents Frontline Church. She would like to have an opportunity to make a presentation to 11 the Council. Cavanaugh noted that the Councilwould address this issue further in the agenda 12 and would then hear from a representative. 13 VII. CONSENT AGENDA. 14 Motion by Hodson to approve the Consent Agenda which consisted of: • 1. City Council Meeting Minutes of August 22, 2000; 16 2. Licenses and Permits; and 17 3. Claims. 18 Motion carried unanimously. 19 VIII. PUBLIC HEARINGS. 20 A. Resolution 00-067 re: Set Proposed 2001 Tax Lew and City Budget and Resolution 00 21 068 re: Authorize Tax Rate Increase. .. . 22 Cavanaugh asked for a report from City Manager Michael Mornson. He noted that by September 23 15;2000, each "taxing authority" must adopt a proposed budget for payable 2001 and certify a 24 proposed property tax levy to the County Auditor. 25 - 26 Mornson reviewed that the entire budget process has been reformatted this year. This is actually 27 the fourth time the Council has reviewed the figures. He introduced Roger Larson, Finance 28 Director, and mentioned that Mr. Larson would be available to answer questions. Mornson con- 29 tinued that the budget would be set at$1,763,475.00, which is a 7% increase over last year's 30 levy. The reasons for this is because of an inflationary increase, annual VillageFest contribution, 31 addition of a Park Maintenance employee, increase in the fire budget, and other things. 32 Mornson reviewed in detail the budget as submitted in the Council's packages and noted certain. additions or deletions.
