' 7. FEASIBILITY AND RECOMMENDATION <br /> ' Project costs are anticipated to be approximately$1,576,146,which includes the total street and <br /> utility reconstruction of Wilson Street, West Armour Terrace and 30`h Avenue NE. <br /> ' Due to the inadequate capacity of the sanitary sewer mains and the storm mains, this project is <br /> both feasible and necessary from an engineering standpoint. The installation of the sanitary and <br /> storm sewer will require the total removal of the existing street and the partial removal and <br /> ' exposure of the existing water distribution lines. Under these conditions it is both feasible and <br /> necessary to replace the existing street and water main. Furthermore, due to the location and <br /> condition of the existing utilities,the available street right-of-way,the existing soils conditions, <br /> and the need to provide utility service to all of the properties in the project area, other methods <br /> of improving the utility systems and the roadway are not feasible or cost effective. <br /> Based on our analysis and data presented, the proposed project is feasible, necessary and cost <br /> effective from an engineering standpoint.
