. 7
City Council Regular Meeting Minutes
January 23, 2001
Page 6
In response to Thuesen, Mr. Hubmer commented on where St. Anthony falls in a percentile
ranking of other communities.
Motion by Thuesen to adopt Resolution 01-027, re: Agreement with Metropolitan Council/City's
1/1 goals.
Motion carried unanimously.
D. Resolution 01-028, re: Lighting_agreement for 29`h Avenue NE with Northern States
Power Company (WSB, Inc.).
Todd Hubmer, WSB, explained the contract with Xcel Energy is for the installation and
maintenance of decorative lighting on 291h Avenue. The total cost for installation of the
decorative lighting is $155,100, and the monthly energy and maintenance fees are $6.45 plus
$1.35 surcharge per fixture. He explained that the surcharge is the cost in energy and
maintenance fees beyond what a standard street light would cost. The maintenance fee would
cover the cost should one of the lights be damaged.
Horst asked how close this is to the previous estimate. Mr. Hubmer stated it is exactly what was
estimated.
Thuesen asked if it was included in the budget. City Manager Michael Morrison stated it was
included in the budget.
Thuesen asked if much of the work was completed and wires placed with the construction on
29th Avenue. Mr. Hubmer stated the conduit is in place as well as the base for the light
standards.
Thuesen asked about the methods to install the wiring. Mr. Hubmer explained the contract
defines the methods for installing the conduit. If the installation is not done before the road is
paved, they will have to bore under it.
Sparks advised that a resident has asked if lighting of the boulevard will be discussed.
Mayor Cavanaugh suggested that a lighting survey be conducted since there are other dark areas
that should also be addressed.
Motion by Sparks to adopt Resolution 01-028, re: Lighting agreement for 29`h Avenue NE with
Excel Energy (Northern States Power Company).
Motion carried unanimously.
